Facility can be build inside or outside the town and some facility can be placed inside the house. Beside make it easier for growing your Town, it can specifically increase stats of your resident when repeatedly used and make them stronger. There is numerous ways to got them from Research, buy it from Shop, Gacha Intro A-D rank facilities (not recommended, better wait for Facility Trade Ticket from Maps Reward or Ranking Board daily).

Specifically of Amenity and Indoor stats listed are at level 1. The stats maybe different if close to another facilities that have compability/synergy. Just keep in mind when resident used the facilities, not all stats will increased like the table, maybe just 1 or 2 stats will go up or maybe just got an item from it.
