Facilities are structures that can be placed around the map. They take in-game time to build, and the number of facilities that can be built at the same time depends on the number of carpenters (initially two, can acquire more using medals from the Wario Shop).

The more the same type of facilities you have built on the map, the higher the cost of building the same type of facilities.
